some dsn commands are only implemented as rpcs. this should be changed to allow usage of rpc on all non-target related commands.

also the scripts and the server need to take this into account.

    also the server should have ONE way to access dsn resources over XML RPC. either with or without authentification, but no mix of both!!!!
