I debated about this when writing the edit_bug.aspx page and
ended up choosing less-convenient-for-the-user screen flow
because it was faster to implement. I justified my laziness
to myself because another application that I was familiar with,
phpBugTracker, used the same screen flow that I use.
This is a good suggestion but I doubt I'll get sufficiently
motivated to do it.
