attach and uploading zip file

I try to create a post that attach zip files to a bug or create a bug with zip file attachment.
The post request keep failing.
This is an example to my idea:

• "&attachment_content_type="+ MimeMapping.GetMimeMapping(file);
• ConvertToBase64StringInBlocks(file, 1024);

now, i am not sure about the Base64, or what should i do?
any Idea?
