#391 Win 7 PRO sp1 freshly installed original updated, brlcad installs but does not start

I have win 7 recently installed, updated, original, with only a few programs installed, all original, I installed BRL-CAD (BRL-CAD_7.30.2-1_win64) without a problem, but it doesn't run giving the following error when started:

mged.exe - Entry point not found

The procedure entry point GetSystemTimePreciseAsFileTime could not be found in the dynamic link library KERNEL32.dll.

I use SolidWorks and I want to use only original programs, I liked the fact that BRL-CAD is free and has a lot of production time. I would like to help as much as possible. This is my first attempt to install the program.
