#380 OpenCL librt compilation errors (patch included)

Hello,
It seems the OpenCL bits don't compile on latest SVN trunk with Ubuntu 19.04.
So I made a patch which eliminates the compile warnings because of the OCL 2.2 headers, and the error from not having the bu/app.h include which defines the function 'bu_brlcad_root'.
