#22 Patch Rollup Collection, revised

This is an updated version of the mesheets's patch collection, with a few patches
updated and two more added. To quote the original patch collection description:
This is a collection of various BrickOS modifications that have been posted
in various locations but have not been incorporated into BrickOS. Due to
patches being written against earlier versions of BrickOS and/or different
patches modifying the same section of code, the patches have been modified
to ease the updating of BrickOS.
