The Free Lossless Audio Codec

The FLAC project provides a lowlevel C-language API
that can be used in BonkEnc.

The plan is to support FLAC decoding in Beta 3 and
encoding in RC1 (which will hopefully follow very soon
after Beta 3).
Ogg FLAC (FLAC streams in an Ogg container file) will be
supported later (maybe in RC1/v1.0, I don't know, yet).

The FLAC encoder implementation is 95% done. There's a bug
left that has to be investigated. It causes FLAC to not use
LPC at all.

The remaining FLAC problem has been fixed. There will be a
CVS snapshot release later today, including the FLAC encoder.
