I use Visual Studio 2005 for debugging and there are VS2005 project files included in the smooth and BonkEnc source packages.
The main development platform is MinGW, however. You can build BonkEnc (and smooth) with the bonkenc-cdk-20080427.zip MinGW environment released under snapshots.
