The latest fre:ac 1.1 snapshot 20110409 supports the RIFF LIST INFO chunk for WAV metadata. Artist, title, album, genre, track, year, comment, URL and CD TOC offsets fields are supported.
This is the standard way to tag WAV files. However, some programs write non-standard metadata to WAV files, such as embedded ID3v2 tags, or misuse the INFO field names for the wrong information (for example, you often find the International Standards Recording Code in the ISRC field, which really is meant for an audio source tag). Such tags are not supported by fre:ac.

My statement from 2011 is still valid. The snapshot version (current is 20170729 from two days ago) supports the RIFF LIST INFO tag.
Since 2013 fre:ac also supports RIFF CART tags, but basically only the artist and title fields from them.
