I've just spoken to Neil Eliot at Northumbria Learning.  They did a =
proof of
concept for a web service interface, but it was rejected by Turnitin.  =
There
is an API for Turnitin, but it doesn't seem to be public.  The =
integration
with Blackboard and WebCT was done by Turnitin.  However, the =
integration
with Moodle was done by Northumbria Learning.  Perhaps there may be some
clues in their php code...
