It doesn't seem to work on 2.4 for me.

webpublish.filestore=/tmp/files
webpublish.webaddress=/bodington/files/
filegeneration.filestore=/tmp/generated
filegeneration.webaddress=/bodington/generated/

Means that uploaded files go in /tmp/files but tomcat isn't able to 
serve them up.
