I have been asked to build Java application that will do a lot of moodle's
functionality. Rather than building the application from scratch, I think I will
just use what Moodle has provide us, and scale from there. 
Since I'm using Java, I'll need Moodle to be exposed as a web service. So I'd be
happy to help you completing this project.
