If we are going to truncate peoples titles we should decide where we 
normally truncate and tell people so that they can try and have shorter 
titles so they are aware where it would be truncated.

30 characters?

Even in our default install we have titles of 50+ characters ( User 
Administration for System Administration zone. ).

I don't think actually limiting people to only 30 characters is sensible.
