Yes, or to make sure, I type in the URLs of the CSS files, and refresh each one. I have found something similar with templates occasionally. I haven't narrowed it down, but when it happens I have to go through a process of undeploying, cleaning the whole webapp and re-deploying. If that doesn't work, stopping Tomcat, checking that there's no process still hanging around (kill it) and start Tomcat again!
