Or, rather, we don't really know how to use zones.  So anything to 
clarify the role of zones in user account management, especially account 
creation, would be useful.

We should be making use of at least two zones here - one for Oxford 
users and another for external users: so we ought to have created users 
belonging to allstaff, but not campus.staff, which can be done through 
the user account creation tool within the System Admin zone that's set 
up in a default install, but that zone is really for sys admin 
accounts.  In practice, I've just created all accounts using the same 
tool (within the campus zone).

Seems OK to me.  In any case, I'd appreciate some nice documentation on 
zones, covering e.g.its rationale and a use case.
