[Bodington-developers] Partially anonymous questionnaires.

I've just finished committing some code to the questionnaire tool to 
bodington HEAD, which was specifically to address the issue of 
'partially anonymous' questionnaires, specifically being able to have an 
attributed non-respondents list.

When creating a questionnaire, you now have the option of 'partially 
anonymous'. This insists on a deadline, which acts as the end-point for 
submissions and the start-point for reviewing of results. As results get 
submitted the fully-attributed non-respondents list dwindles. The point 
of the deadline is that anonymity can not be leaked over time by 
comparing received results against the non-respondents list - the 
resource owner gets all the results at once when the deadline is 
reached, so they can not easily attribute results to (known) individuals 
(deducible from the non-respondents list).

The other two 'anonymity' options are fully attributed - you can see 
exactly whose result is which and fully anonymous - you just see how 
many have and haven't responded.
