Broken style sheet processing as discussed a number of times on this 
list in recent months. I.e. people with sysadmin (and admin?) access are 
presented with tools to change the colour scheme but numerous parts of 
the user interface don't adapt to that scheme. Also accessibility 
options for all users don't work for many templates.
