For development (and low-end production) purposes, yes.  Does Perception
support SQL Server 2005 yet?

The alternative would be MSDE 2000, which is also free.  The SP3a
installer can bite you as it doesn't install any network protocols by
default, so install on the same computer (and use the shared memory
netlib) or enable network protocols as you run setup.

The 80% educational discount is still there, I think - but the MSDE /
Express versions should do what you want at even less cost.
