Normally happens to me if I start running setup servlet and something 
goes wrong. Restarting the webapp and going through setup servlet again 
should sort it (or edit the property in bod.properties, as Matthew 
suggests.) Seems to get into a state where it can't continue because 
BuildingServer has started, but you can't run setup servlet again 
because you closed the browser...
