Someone with Admin rights needs to follow the instructions in

acker_techs (steps 20 and 21) and add all us mere developers as Tracker
Technicians to the particular Tracker that we're going to use.  It might
also be prudent to make at least one techie a Tracker Manager, as that
techie can then change categories and so on within the Tracker.
