There's considerable evidence that software design is a wicked problem
(http://en.wikipedia.org/wiki/Wicked_problems) - we have certainly seen
parts 1, 2 and 3 of Conklin's four defining characteristics in the case
of Bodington i18n; I'd like to think 4 won't apply in this case, but
that has yet to be seen.
