[Bodington-developers] IMS CP import and export now in HEAD

I've completed the namespace modifications.  It's now possible to
import, export, and re-import content packages without loss of metadata,
and while retaining namespaces.

I've committed the changes to HEAD.  I'd very much appreciate others
trying to use the facilities.  Note that you need Manage in order to
export a CP.

Do we have anywhere I can put a brain-dump of how it all fits together
for the next poor beggar who has to mod the system?  I would love to
call it design documentation, but it's more like a map of the cave
system derived from the expedition!
