[Bodington-developers] Requests for enhancements

I've added some requests for enhancements to the SourceForge tracker:

They are a small selection from a list of requests we got from Ed Hart. I've
chosen the ones I think are do-able, but please add comments.

For a couple of them we already have a solution at Oxford (thanks to
Antony), should these go into 2.6?

- Remove username prefix requirement.
- Moderation of communication room posts.
