Depends on who's doing the work. If they're not developers, would they want to start using CVS? The SF DocManager looks like it been designed to allow co-authoring, and automate adding the docs to the file releases (but I haven't looked in detail, don't know if there's any version control). Put it in the DB? Are you thinking of automatically creating a Bod resource?
