[Bodington-developers] SourceForge Tracker notifications

I've set up a mailing list on SourceForge for people who would like to be
notified when any Tracker items (Bugs, Support Requests, Patches and Feature
Requests) are added or modified.

(Intention is that it's only used as a notification service, so discussion
about bugs, etc should still happen on the developers list.)

PS: I've also opened the bug tracker up to anonymous postings (the others
are already open to anonymous).
