We do it as a matter of routine.  We allow anonymous access to our
distance-learning site. They can see what modules are available, but not
get into them. They get a feel for what the VLE is like and then they
can apply for details or download them from an area that they do have
access to.  Denying them see would leave a very empty-looking area.

Also, I have some areas where I need view but not see for some months
while an applet gathers data. I then open them up with see later.

So I use both see without view and view with/without see.  Remove see
and two of our postgraduate courses using bespoke applets, would be
stuffed.
