Summary: Can't create a folder in a resource

Initial Comment:
If you create a resource and then attempt to create a
folder in that resource it will fail as the root
folders has not yet been created.

If you upload a file before attempting to create this
folder then it will work because the process of
uploading a file creates this folder. 

Creating a folder should succeed even if no files have
been uploaded to that resource yet.

Testing this in v2.8, it no longer exhibits the problem.
Extensive work has been done on the Uploaded Files code.
