One generally expects a collapse icon or command to appear attached to the thing that is going to collapse. Couldn't the collapse button/command appear in the frame itself? As an icon it could also be sized relative to the font. The expand frame icon/command could appear on the left hand edge of the main frame. The small one is still needed because it doesnt refer to a small font, but rather to a small frame height. However instead of replacing the normal one which means that you have to keep it in synch with changes to it, it follows the normal one and contains just a couple of entries which adjust the height in pixels of the various boxes.
