The latter would be a quicker option for 2.8. Can you go ahead and do
it? The more thorough solution might be best discussed on this list for
consideration in 2.10. Couldn't tools have a deployment descriptor which
would allow the create resource page to be built programmatically from
the full list of deployed tools? Is that what you have done in weblearn?
