I went to a talk that Sebastian gave about this recently. From what I
remember the kinds of things it was mainly concerned with, was making it
easy to translate instruction manuals and doing things like marking up
bits of text, such as
this-is-a-joke-don't-translate-it-literally-but-put-in-your-own-culturally-relevant-but-similar
one. It was also concered with i18n-ing element names (but not attribute
names for the time being) - this is akin to a Java programmer being able
to have localized keywords, e.g. if you were French having 'pour' loops
instead of 'for'!
I think it makes sense to use if you've chosen XML as the basic nature
of your documents. However, if your underlying format are strings in
databases and templates (JSPs!) probably less so(?)
