#34 Some templates are not XHTML-strict

compiletemplates issues warnings for a significant
fraction of the templates, presumably because they are
not XHTML-strict even though they have been defined
as such. When developing one's own templates, this
can be a royal pain, as it is not easy to see whether
one's own templates have errors or warnings.

Are we going to use xhtml-frameset for all pages?

It seems that if we are using frame we may as well have the
same DTD for all our pages.
