#20 Recycling Building resources retain access settings

When rooms or resources are deleted and moved to the
Recycling Building they retain access settings. Where
users are included in a group that has been given 'see'
access to the room/resource they can still see the title
and description of the room/resource in the Recycling
Building. Where users have been given at least 'see'
and 'view' access they can see the title, description and
introductory text.

Additionally, if the 'access controlled by containing
location' feature has been used for a room/resource, this
is carried to the Recycling Building. Even if no additional
access is set for the room/resource, access is inherited
from the Recycling Building itself and all users with
access to the Recycling Building can see the title,
description and introductory text.
