BIOS - even so called /legacy/ BIOS - yields control to the OS boot loader with A20 "ON".
For proper compatibility with old, 8086-based, IBM-PC, A20 should be gated "OFF" instead.
it should not be assumed by any late 80's or onward OS which state it's in
90's pc bios had this as a toggle, and it didn't effect hardly any 8086 wares but was left as a tottle just in case. 2000's bios still have it as a toggle
