#228 Opens under left-side task bar on Windows

On MS Windows (e.g. 2000):
1. Right click the task bar and unlock it.
2. Click and drag the task bar to the left hand side of
the screen (this puts the start menu in the upper left
and the clock/time in the lower left).
3. Open Boa-constructor

Notice that the Boa windows are under the task bar.
They should be moved to the right by the width of the
taskbar. Also, fyi, the Boa windows are the correct
width overall, they left a space to their right that is
about the width of the taskbar.
