The Bitmap Test Suite Source Code

Bump the version to 0.7+ so that I don't accidently create different releases with the same name.

This commit was manufactured by cvs2svn to create tag 'bmptestsuite-0-7'.

Add a ChangeLog and a README. SourceForge recommends that all project have both.

Add a target to create a source release. This is a requirement for being hosted on SourceForge.

Generate an HTML index for valid bitmaps.
Fix doc strings that have obvious punctuation problems.

Fix the "release" tag so that it copies the COPYING file into the
tarball, instead of moving it. Running "make release" shouldn't be
destructive!

Remove the PYTHON flag that removes doc strings.
These are now needed because they are part of the generated file index.

Add a directive to copy a file that disclaims all copyrights into the release
directory. I'm not sure how necessary this file is, but including it can't
hurt anything.

Bump the version to 0.6+ so that generated tarballs are marked as not being
an official release.

Add an explicit declaration that I disclaim all copyrights to the source code.
I don't want anyone not to test their bitmap renderer with the suite for legal
reasons.
