I do believe that we need a professional log-in function in
BMFO that is able to manage the following users rights:

- read only rights for one or more areas (e.g. ROUs).
This is required for managers to view data or graphs,
print out reports or send export files

- write rights for data owner staff (e.g. supervisors or
managers). Only these people should be able to enter
or edit the data. Write rights should only be valid for one
unit.

There should be no limitation to the number of users.
Creating user groups should also be supported. If this is
best done with the PEARL module, we should use it
instead of “patchwork programming”.

    This is basically a duplicate of RFE #1193715.
    See this RFE for additional information.

    The mentioned grouping together with different levels of
    access rights
    require a sophisticated approach for the management.

    Abed's changes related to RFE #1193715 should be rolled back.

    I estimate that a developer will need at least 2-4 weeks
    time for
    the implementation.

    Risks: Incompatibilties between PEAR LiveUser and BMFO
    (Should be possible to identify those after one week)..

    This is not a small job. It needs some funding or a
    dedicated volunteer.

    Given the high price, please think again of Review vs.
    Access Control. The administration of the access control
    lists will take
    a lot of manpower and be frustrating for the users.
