I agree... I believe blocks should be a server... like apache. clients request blocks... the server gets them from the network, caches them, and dishes them out to local clients. The server also stores adverts. There should be a clearly defined protocol... like other TCP/IP services. One should be able to write a "blocks protocol" RFC.
