I'm trying to use Blat to send a text file that includes special characters in the first part of each line, but it only sends the first line:
r a W FREQUENCY N Dist C 14681 Wed 02/05/2014
r a W FREQUENCY N Dist C 14682 Thu 02/06/2014
r a W FREQUENCY N Dist C 14682 Fri 02/07/2014
r a W FREQUENCY N Dist C 14682 Mon 02/10/2014
When pasting my example, I'm not seeing these special characters.
Would sending that file as an attachment work for your purposes?
If possible, please email that file to me at home (chip dot programmer at att dot net) so I can see what is causing you some grief with Blat. That will let me single step through the Blat source.

Here's the essential blat command I'm using:
blat Freq.txt -subject "Frequency %date%" -8bitmime -to example_email@email.net
Thanks for any assistance.
