Passwords starting with '%%' are missing the first % after base64 conversion:

'%%password01' becomes 'JXBhc3N3b3JkMDE=' after conversion.
'JXBhc3N3b3JkMDE=' becomes '%password01' after conversion.
The right conversion is 'JSVwYXNzd29yZDAx' .
