Thank you for the 4.17 update - lots of improvements!
biblatex "annote" is alias for "annotation", "provided for jurabib compatibility", as the biblatex manual says. BibDesk uses "annote" instead of "annotation", too.
So, biblatex "annote" should map to <note type="annotation"></note>, too.
