#1 Time validation is needed.

I entered some bib number order (it checks that same bib is not entered twice which is good), but it appears to do no time validation.
In the below input note that position 3 has a lower time. It should check that times entered are always increasing.
In the below input note that position 9 has a time of 21:70.0. It should check that seconds in the range 0-59.

Good feedback. Although the times do not determine places, I should make it check that the time are ascending as well as well formed with seconds less than 60. Thanks.
