The preferred mechanism is libraries. I don't know the specifics of the AWS services in terms of access fees and limitations. BQ provides a very simple interface to Amazon for image downloads.
As for querying multiple targets, I'll think about it. It would involve a complete restructuring of Z39.50. One can define several sites and query them individually. I suppose such a new feature would be handy.
