#28 [footnote-dw] Add option to omit call of `cite:seenote` in `cite:title`

If there is a bibliography at the end of a document that lists all citations, I would like to have an option to deactivate references in follow-up citations. In other words, I would like to have a global option to change the appearance of a follow-up \cite[p162]{foobar} (within the text body) from

²Foobar: Blabla blabla (see note 1), p162

to

²Foobar: Blabla blabla, p162

Right now, I redefine cite:title in my private document class by simply omitting the call to cite:seenote. This works just fine, but it is inelegant :-)

    My bug report is invalid – there exists already a proper solution, namely

    \renewbibmacro*{cite:seenote}{}
    

    which I didn't find earlier.
