#31 exclude IP's

A good feature will be to exclude some kind of
traffic. Like when bandwidthd is listening on rl0 if,
and there is local traffic too, not just internet,
will be reasonable to exclude traffic coming from
localnet (192.168.0.0/24 for example) to the server IP
(192.168.0.1 for example). Thank you :)
