Installed on Windows 7 according to instructions (attempting to run in static mode), installed winpcap first.
Service does not run any bandwidthd.exe processes, only cygrunsrv.exe.
Attempting to run on command line produces:

Nowhere to go from there, really. What's the next step?
When I run it directly, in Windows 98 compatibility mode, it seems to generate some HTML. But it also continuously starts an infinite number of bandwidthd.exe processes, about twice per second. I killed it once about 150 of them were running. It crashes with a Windows crash dialog on kill at this case.

Same problem here over a year later. Running the install batch on Windows 10 goes insane, spawning thousands of processes. Finally had to reboot. Apparently this is abandonware and not compatible with later Windows.
