#47 Windows Install Fail

I am attempting to run on Windows 7. When running the Install Service script I get "The program can't start because cygwin1.dll is missing from your computer. Try reinstalling the program to fix this problem." I verified the file was present. Since it was running out of /Windows/System32, I moved the dll's and executables to that directory. Same issue. I installed Cygwin64. Still no joy. I use Wireshark on that machine so I winpcap shouldn't be an issue, unless I need to do something to configure for bandwidthd. I am running the default config file, except for the subnets. My subnet is 192.168.1.0/24.
