This looks like a bug: the options are not being applied to top-level items
(i.e. those listed explicitly in the File = lines).

Try creating a directory

c:/Documents and Settings/All Users/Application Data/Bacula/Work/btest

Then move the bacula.noziptest into the btest directory and specify

File = "c:/Documents and Settings/All Users/Application Data/Bacula/Work/btest"

in the fileset.  Hopefully that will at least prove that compression can be
switched off!
