Drive-0 loaded with volume 'slot-1' from slot 1. Drive-1 loaded with volume 'slot-2' from slot 2. Job 1 is started first and is assigned to drive-1. Job 2 is then started and assigned to drive-0. Job 1 is waiting on FD connect, which will never happen because the FD is not online. SD decides the next appendable volume is 'slot-2', which is already loaded in drive-1, so decides to swap 'slot-2' from drive-1 to drive-0. The swap process then seems to be: 1. Unload 'slot-1' from drive-0 2. Finds 'slot-2' in drive-1 is marked "in use", so does not unload it 3.
