Have you tried using something like filemon for Windows to see what's going on at the OS level? http://www.microsoft.com/technet/sysinternals/utilities/filemon.mspx Since nobody else is reporting this and it doesn't seem reproducible, my _guess_ would be that you have something such as antivirus or antispyware that's being paranoid about who accesses what.
