An MSTP broadcast will never be a Data Expecting Reply frame and so you
are not allowed to reply right away; you must wait for the token.

In the case of a WhoIs or WhoHas frame, you are required to send a
response that will get to the orignator of the WhoIs/WhoHas. It is your
choice whether it is a global broadcast or a directed broadcast to the
network of the originator. At this time, the standard does not allow a
unicast response; although it may in the future.

1. If I receive Who is frame but the destination is
FF(broadcast), should I reply right away, or should I
get the token first and reply?
2. If I reply in any case of above, should I reply to
the caller or should I just broadcast?
