An MSTP broadcast will never be a Data Expecting Reply frame and so you are not allowed to reply right away; you must wait for the token. In the case of a WhoIs or WhoHas frame, you are required to send a response that will get to the orignator of the WhoIs/WhoHas. It is your choice whether it is a global broadcast or a directed broadcast to the network of the originator.
